Other councils which give away energy efficient lightglobes include Darebin, Whittlesea, Nillumbik and Banyule... as part of showbags at their sustainability workshops for energy, garden, water.
If your council doesn't have a program yet, suggest they get onto cass@environmentshop.com.au to find out how they might be able to set one up.
As well as a very informative website the ATA (Alternative Technology Association) library is available to browse at the Environment Shop in High St, Thornbury. Some very interesting ideas!
